The 1997 Federal Crime Act contained a provision called “The Jacob Wetterling Act”, which required all states to pass a sex offender registration and notification law or face the loss of millions of dollars in federal crime prevention funds. This act was named after 11-year old Jacob Wetterling who was abducted by a masked man at gunpoint near his home in October 1989. Jacob’s mother, Patty, became an advocate for missing children and was appointed to a Governor’s Task Force that recommended stronger sex offender registration requirements in Minnesota.
