This paper outlines the historical, political and policy context for inclusive early child care in Australia. It provides demographic information about the type of provision and its take-up by various groups and then goes on to outline two specific initiatives run by the Ethnic Child Care Family and Community Services Co-operative (Ltd) in New South Wales. The Ethnic Child Care Family and Community Services Co-operative is a State-wide umbrella organisation, or “state peak”. It is based in the State of New South Wales and is a non-governmental community-based organisation with a membership of 45 ethnic and generalist organisations operating children’s, welfare, social, health and other services.
